Fairbanks North Star Borough Land Management may issue temporary licenses for use of Borough
owned land as well as access across Borough owned land for a fee as required by the fee schedule
established by the mayor. The mayor may waive the fee for a public agency.
A temporary access license is needed when when such access is necessary for construction, resource
extraction, or other temporary activities on adjoining land. It is nonexclusive and is valid for a period
no greater than five years from the date of issue.
